A community is not an audience. An audience receives what you publish; a community talks to each other, and that is both the value and the risk. It reduces support cost, produces genuine product insight and creates advocates, and it also means conversations you do not control.
Most communities fail in the first three months because they launch empty and stay quiet. The early work is unglamorous: seeding conversation, answering quickly, and being present enough that arriving somewhere silent is not the first impression.

Do we actually need a community?
Only if your customers have a reason to talk to each other. If the product is simple and used alone, a good help centre serves them better and costs far less to run. We would rather say that than build something that goes quiet.
How much moderation does it need?
More than people expect at launch, then less as members set the tone. Budget daily presence for the first three months; after that a healthy community largely moderates itself with oversight.
What if people complain publicly in it?
They will, and that is preferable to complaining somewhere you cannot see. Handled openly and quickly it builds more trust than a community where problems are quietly deleted.
How do we measure a community?
Active participants rather than members, share of questions answered by other members, response time, and the retention difference between members and non-members. Total membership is the easiest number and the least useful.
